So I appreciate that a leaking and very old stop cock is about as problematic as you can get in the plumbing world (especially when the mains tap on the road serves about 30 houses....), but is this really a recognised plumbing technique for certified plumbers? ;-)

I've seen it before, although whether it was instated by a plumber I never knew. The problem was a very slow drip, which, if unmanaged, produced a small puddle of water (and then damp, mouldy wood). But the drip itself was sufficiently small that it was quite tricky to stop.
With the addition of a small piece of cloth, the water spread out slowly, and evaporated rather than forming a puddle.
